"MOSCOW (AP) — Russia's Foreign Ministry has attacked America's human rights record in its first report on injustice elsewhere in the world, offering examples such as the Guantanamo Bay prison and wrongful death row convictions to paint the U.S. as hypocritical for lecturing other nations on the subject of rights.
"The situation in the United States is a far cry from the ideals that Washington proclaims," says the report released Wednesday.
Moscow has previously reacted angrily to the accusations of human rights breaches that the U.S. State Department has leveled at Russia in its annual reports. The State Department has expressed concern about the violent attacks on rights activists and journalists in Russia, most of which go unpunished. It also has criticized abuses in Russia's Caucasus, including extrajudicial killings, kidnappings and torture.
The 90-page Russian report slams EU nations, Canada and Georgia, but reserves its longest section of 20 pages for what it says are violations by the United States. The report does not cover Asia, Africa or the Middle East, other than a five-page section criticizing the NATO operation in Libya.
Moscow laments the ongoing operation of the "notorious" prison in Guantanamo Bay, where terrorism suspects have been held since the Sept. 11, 2001 attacks, and criticizes President Barack Obama for "legalizing indefinite and extrajudicial custody and the return of court martials."
The report accuses the U.S. of prying into citizens' personal lives and violating the rights of Muslim Americans in the fight against terrorism. It also points to errors made by American courts.
"Judicial errors are the Achilles heel of American justice as concerns capital punishment," the report argues. It notes the roughly 130 people sentenced to death in the past 30 years who were later cleared of the charges, some after they were executed.
The Foreign Ministry also struck back at international criticism of Russia's recent parliamentary election, which independent observers said involved widespread fraud. Outrage over the vote set off a spate of protests led by citizens unhappy with Vladimir Putin's rule.
The report accuses the U.S. of blocking independent candidates from elections and criticizes the practice of allowing governors to nominate senators when a Senate seat is vacated, as when Obama became president. It refers to the conviction this year of former Illinois Gov. Rod Blagojevich, who was accused of trying to auction off Obama's Senate seat.
The State Department is reviewing the Russian report, spokesman Mark Toner said. He said such reports can be a "useful mechanism provided that they are produced using objective methodology."

Hundreds of private emails and documents allegedly exchanged between some of the world's leading climate scientists during the past 13 years have been stolen by hackers and leaked online, it emerged today.
The computer files were apparently accessed earlier this week from servers at the University of East Anglia's Climate Research Unit, a world-renowned centre focused on the study of natural and anthropogenic climate change.
Climate change sceptics who have studied the emails allege they provide "smoking gun" evidence that some of the climatologists colluded in manipulating data to support the widely held view that climate change is real, and is being largely caused by the actions of mankind.
The veracity of the emails has not been confirmed and the scientists involved have declined to comment on the story, which broke on a blog called The Air Vent.
The files, which in total amount to 160MbB of data, were first uploaded on to a Russian server, before being widely mirrored across the internet. The emails were accompanied by the anonymous statement: "We feel that climate science is, in the current situation, too important to be kept under wraps. We hereby release a random selection of correspondence, code and documents. Hopefully it will give some insight into the science and the people behind it."
A spokesperson for the University of East Anglia said: "We are aware that information from a server used for research information in one area of the university has been made available on public websites. Because of the volume of this information we cannot currently confirm that all this material is genuine. This information has been obtained and published without our permission and we took immediate action to remove the server in question from operation. We are undertaking a thorough internal investigation and have involved the police in this inquiry."
In one email, dated November 1999, one scientist wrote: "I've just completed Mike's Nature [the science journal] trick of adding in the real temps to each series for the last 20 years (ie, from 1981 onwards) and from 1961 for Keith's to hide the decline."
This sentence, in particular, has been leapt upon by sceptics as evidence of manipulating data, but the credibility of the email has not been verified. The scientists who allegedly sent it declined to comment on the email.
"It does look incriminating on the surface, but there are lots of single sentences that taken out of context can appear incriminating," said Bob Ward, director of policy and communications at the Grantham Research Institute on Climate Change and the Environment at the London School of Economics. "You can't tell what they are talking about. Scientists say 'trick' not just to mean deception. They mean it as a clever way of doing something - a short cut can be a trick."
In another alleged email, one of the scientists apparently refers to the death of a prominent climate change sceptic by saying "in an odd way this is cheering news".
Ward said that if the emails are correct, they "might highlight behaviour that those individuals might not like to have made public." But he added, "Let's separate out [the climate scientists] reacting badly to the personal attacks [from sceptics] to the idea that their work has been carried out in an inappropriate way."
The revelations did not alter the huge body of evidence from a variety of scientific fields that supports the conclusion that modern climate change is caused largely by human activity, Ward said. The emails refer largely to work on so-called paleoclimate data - reconstructing past climate scenarios using data such as ice cores and tree rings. "Climate change is based on several lines of evidence, not just paleoclimate data," he said. "At the heart of this is basic physics."
Ward pointed out that the individuals named in the alleged emails had numerous publications in peer-reviewed scientific journals. "It would be very surprising if after all this time, suddenly they were found out doing something as wrong as that."
Professor Michael Mann, director of Pennsylvania State University's Earth System Science Centre and a regular contributor to the popular climate science blog Real Climate, features in many of the email exchanges. He said: "I'm not going to comment on the content of illegally obtained emails. However, I will say this: both their theft and, I believe, any reproduction of the emails that were obtained on public websites, etc, constitutes serious criminal activity. I'm hoping the perpetrators and their facilitators will be tracked down and prosecuted to the fullest extent the law allows."
When the Guardian asked Prof Phil Jones at UEA, who features in the correspondence, to verify whether the emails were genuine, he refused to comment.
The alleged emails illustrate the persistent pressure some climatologists have been under from sceptics in recent years. There have been repeated calls, including Freedom of Information requests, for the Climate Research Unit to make public a confidential dataset of land and sea temperature recordings that is "value added" by the unit before being used by the Met Office. The emails show the frustration some climatologists have had at having to operate under such intense, often politically motivated, scrutiny.
Prof Bob Watson, the chief scientific advisor at the Department for the Environment, Food and Rural Affairs said, "Evidence for climate change is irrefutable. The world's leading scientists overwhelmingly agree what we're experiencing is not down to natural variation."

Airline Mechanic stumbles upon chemical spraying unit.
One day last month I was called out from our base to work on a plane for another airline. When I got the call the dispatcher did not know what the problem was. When I got to the plane I found out that the problem was in waste the disposal system. There was nothing for me to do but to crawl in and fix the problem. When I got into the bay I realized that something was not right. There were more tanks, pumps, and pipes then should have been there. At first I assumed that the system had been changed. It had been 10 years since I had worked on one. As I tried to find the problem I quickly realized the extra piping and tanks were not connected to the waste disposal system. I had just discovered this when another mechanic from my company showed up. It was one of the mechanics who usually works on these systems. I happily turned the job over to him. As I was leaving I asked him about the extra equipment. He told me to "worry about my end of the plane and let him worry about his!"
The next day I was on the company computer to look up a wiring schematic. While I was there I decided to look up the extra equipment I had found. To my amazement the manuals did not show any of the extra equipment I had seen with my own eyes the day before. I even tied in to the manufacturer files and still found nothing. Now I was really determined to find out what that equipment did.
The next week we had three of our planes in our main hanger for periodic inspection. There are mechanics crawling all over a plane during these inspections. I had just finished my shift and I decided to have a look at the waste system on one of our planes. With all the mechanics around I figured that no one would notice an extra one on the plane. Sure enough, the plane I choose had the extra equipment!
I began to trace the system of pipes, pumps, and tanks. I found what appeared to be the control unit for the system. It was a standard looking avionics control box but it had no markings of any kind. I could trace the control wires from the box to the pumps and valves but there were no control circuits coming into the unit. The only wires coming into the unit was a power connection to the aircraft's main power bus.
The system had 1 large and 2 smaller tanks. It was hard to tell in the cramped compartment but it looked like the large tank could hold 50 gallons. The tanks were connected to a fill and drain valve that passed through the fuselage just behind the drain valve for the waste system. When I had a chance to look for this connection under the plane I found it cunningly hidden behind a panel under the panel used to access the waste drain.
I began to trace the piping from the pumps. These pipes lead to a network of small pipes that ended in the trailing edges of the wings and horizontal stabilizers. If you look closely at the wings of a large airplane you will see a set of wires, about the size of your finger, extending from the trailing edge of the wing surfaces. These are the static discharge wicks. They are used to dissipate the static electric charge that builds up on a plane in flight. I discovered that the pipes from this mystery system lead to every 1 out of 3 of these static discharge wicks. These wicks had been "hollowed out" to allow whatever flows through these pipes to be discharged through these fake wicks.
It was while I was on the wing that one of the managers spotted me. He ordered me out of the hanger telling me that my shift was over and I had not been authorized any overtime.
The next couple of days were very busy and I had no time to continue my investigation. Late one afternoon, two days after my discovery, I was called to replace an engine temperature sensor on a plane due to take off in two hours. I finished the job and turned in the paperwork.
About 30 minutes later I was paged to see the General Manager. When I went in his office I found that our union rep and two others who I did not know were waiting on me. He told me that a serious problem had been discovered. He said that I was being written up and suspended for turning in false paperwork. He handed me a disciplinary form stating that I had turned in false paperwork on the engine temperature sensor I had installed a few hours before. I was floored and began to protest. I told them that this was ridiculous and that I had done this work. The union rep spoke up then and recommended that we take a look at the plane and see if we could straighten it all out. It was at this time that I asked who the other two men were. The GM told me that they were airline safety inspectors but would not give me their name.
We proceeded to the plane, which should have been in the air but was parked on our maintenance ramp. We opened the engine cowling and the union rep pulled the sensor. He checked the serial number and told everyone that it was the old instrument. We then went to the parts bay and went back into the racks. The union rep checked my report and pulled from the rack a sealed box. He opened the box and pulled out the engine temperature sensor with the serial number of the one I had installed. I was told that I was suspended for a week without pay and to leave immediately.
I sat at home the first day of my suspension wondering what the hell had happened to me. That evening I received a phone call. The voice told me "Now you know what happens to mechanics who poke around in things they shouldn't. The next time you start working on systems that are no concern of yours you will lose your job! As it is I'm feeling generous, I believe that you'll be able to go back to work soon" CLICK. Again I had to pick myself from off the floor. I made the connection that what had happened was directly connected to my tracing the mysterious piping. The next morning the General Manager called me. He said that due to my past excellent employment record that the suspension had been reduced to one day and that I should report back to work immediately. The only thing I could think of was what are they trying to hide and who are THEY!
That day at work went by as if nothing had happened. None of the other mechanics mentioned the suspension and my union rep told me not to talk about it. That night I logged onto the Internet to try to find some answers. I don't remember now how I got there but I came across a site dealing with chemtrails. That's when it all came together. But the next morning at work I found a note inside my locked locker. It said, "Curiosity killed the cat. Don't be looking at Internet sites that are no concern of yours."
Well that's it. THEY are watching me.
Well you already know what they are doing. I don't know what they are spraying but I can tell you how they are doing it. I figure they are using the "honey trucks". These are the trucks that empty the waste from the lavatory waste tanks. The airports usually contract out this job and nobody goes near these trucks. Who wants to stand next to a truck full of sh--. While these guys are emptying the waste tanks they are filling the tanks of the spray system. They know the planes flight path so they probably program the control unit to start spraying some amount of time after the plane reaches a certain altitude. The spray nozzles in the fake static wicks are so small that no one in the plane would see a thing.

"The US Air Force dumped the cremated, partial remains of at least 274 troops in a landfill before halting the secretive practice in 2008, the Washington Post reported Thursday.
The procedure was never formally authorized or disclosed to senior Pentagon officials, who conducted a review of the cremation policies of Dover Air Base -- the main point of entry for US war dead -- in 2008, the Post said.
Nor was the dumping ever disclosed to the families of the fallen troops, who had authorized the military to dispose of the remains in a respectful and dignified manner, the Post said, citing Air Force officials.
The newspaper quoted officials as saying that a precise count of the remains disposed of at a Virginia landfill would require searching through the records of 6,300 troops whose remains have passed through Dover since 2001.
An additional group of 1,762 remains -- which could not undergo DNA testing because they were badly damaged or burned -- were also disposed of in this manner, the Post said, citing the Air Force.
Defense officials could not immediately be reached for comment.
Last month investigators said they had found "gross mismanagement" at the US Air Force mortuary, with body parts lost and remains mishandled.
After allegations from whistle-blowers, an Air Force probe found that two "portions of the remains" of fallen troops had been lost and uncovered other problems at the morgue.
New procedures have been put in place at the mortuary and the commander at the morgue, a colonel, together with two civilian officials were disciplined over the episode but not sacked.
The Dover affair echoes a scandal that erupted last year at Arlington National Cemetery, the country's hallowed ground for war dead. Investigators there uncovered cases of misidentified remains and mismanagement.
Following an Army probe, the conduct at Arlington is now the subject of a criminal investigation.

Vieques, Puerto Rico (CNN) -- Nearly 40 years ago, Hermogenes Marrero was a teenage U.S. Marine, stationed as a security guard on the tiny American island of Vieques, off the coast of Puerto Rico.
Marrero says he's been sick ever since. At age 57, the former Marine sergeant is nearly blind, needs an oxygen tank, has Lou Gehrig's disease and crippling back problems, and sometimes needs a wheelchair.
"I'd go out to the firing range, and sometimes I'd start bleeding automatically from my nose," he said in an interview to air on Monday night's "Campbell Brown."
"I said, 'My God, why am I bleeding?' So then I'd leave the range, and it stops. I come back, and maybe I'm vomiting now. I used to get diarrhea, pains in my stomach all the time. Headaches -- I mean, tremendous headaches. My vision, I used to get blurry."
The decorated former Marine is now the star witness in a multibillion-dollar lawsuit by more than 7,000 residents of this Caribbean island -- about three-quarters of its population -- who say that what the U.S. military did on Vieques has made them sick.

For nearly six decades, beginning right after World War II, Vieques was one of the Navy's largest firing ranges and weapons testing sites.
"Inside the base, you could feel the ground -- the ground moving," Marrero said. "You can hear the concussions. You could feel it. If you're on the range, you could feel it in your chest. That's the concussion from the explosion. It would rain, actually rain, bombs. And this would go on seven days a week."
After years of controversy and protest, the Navy left Vieques in 2003. Today, much of the base is demolished, and what's left is largely overgrown. But the lawsuit remains, and island residents want help and compensation for numerous illnesses they say they suffer.
"The people need the truth to understand what is happening to their bodies," said John Eaves Jr., the Mississippi attorney who represents the islanders in the lawsuit.
Because he no longer lives on Vieques, Marrero is not one of the plaintiffs but has given sworn testimony in the case. He said the weapons used on the island included napalm; depleted uranium, a heavy metal used in armor-piercing ammunition; and Agent Orange, the defoliant used on the Vietnamese jungles that was later linked to cancer and other illnesses in veterans.
"We used to store it in the hazardous material area," Marrero said. It was used in Vieques as a defoliant for the fence line.
The military has never acknowledged a link between Marrero's ailments and his time at Vieques, so he receives few disability or medical benefits from the Department of Veterans Affairs.
Neither the Navy nor the Justice Department, which is handling the government's defense, would discuss the islanders' lawsuit with CNN.
But Eaves said his clients don't believe that the military has fully disclosed the extent of the contamination on Vieques: "Like uranium was denied, then they admitted it."
Dr. John Wargo, a Yale professor who studies the effects of toxic exposures on human health, says he believes that people on the island are sick because of the Navy's bombing range.

"Vieques, in my experience of studying toxic substances, is probably one of the most highly contaminated sites in the world," he said. "This results from the longevity of the chemical release, the bombs, the artillery shells, chemical weapons, biological weapons, fuels, diesel fuels, jet fuels, flame retardants. These have all been released on the island, some at great intensity."
Wargo is the author of a new book, "Green Intelligence," on how environments and toxic exposure affect human health. He is also expected to testify as an expert witness in the islanders' lawsuit.
He said the chemicals released by the munitions dropped on Vieques can be dangerous to human health and may well have sickened residents or veterans who served on the island.
"In my own mind, I think the islanders experienced higher levels of exposure to these substances than would be experienced in any other environment," Wargo said. "In my own belief, I think the illnesses are related to these exposures."
The effects of those chemicals could include cancer, damage to the nervous, immune and reproductive systems or birth defects, he said.
"This doesn't prove that the exposures caused those specific illnesses," Wargo added. "But it's a pretty convincing story from my perspective."
Since the Navy left the island, munitions it left behind "continue to leak, particularly from the east end of the island," Wargo said.
"My concerns are now predominantly what's happening in the coastal waters, which provide habitat for an array of fish, many species of which are often consumed by the population on the island," he said.
Scientists from the University of Georgia have documented the extent of the numerous unexploded ordinance and bombs that continue to litter the former bomb site and the surrounding waters. The leftover bombs continue to corrode, leaching dangerously high levels of carcinogens, according to researcher James Porter, associate dean of the university's Odum School of Ecology.
The Environmental Protection Agency designated parts of Vieques a Superfund toxic site in 2005, requiring the Navy to begin cleaning up its former bombing range. The service identified many thousands of unexploded munitions and set about blowing them up. But the cleanup effort has further outraged some islanders, who fear that more toxic chemicals will be released.
The U.S. government's response to their lawsuit is to invoke sovereign immunity, arguing that residents have no right to sue it. The government also disputes that the Navy's activities on Vieques made islanders ill, citing a 2003 study by scientists from the Centers for Disease Control and Prevention that found no link.
That study, however, has been harshly criticized by numerous scientists, and the CDC is embarking on a new effort to determine whether residents may have been sickened by the contamination from the Navy range.
Asked whether his duty on the island made him sick, Marrero responds, "Of course it did."
"This is American territory. The people that live here are American," he said. "You hurt someone, you have to take care of that person. And the government's just not doing anything about it."
